I am going to try and explain what the graph in the DARPA RFP for the US Governments new electronic Warfare program called Social Media in Strategic Communication (SMISC).

The Graph is a time-line with goals and stages set in Quarterly increments. The first two Quarters are shown as Blank. (Program Development)
From Top To Bottom This is what I see listed as 9 Various areas of operation and administration related to the project. They are listed as follows with the corresponding goals and phases from across the time-line:
1. Development -- Underway
2. Pln Mtgs -- Midterm ------Final (This is the program assessment and assignment portion)
3. Memes and Deceptive Messaging (GREEN) -- Detect, Classify, Measure and Track Ideas, Concepts and Misinformation ( This is going to be the heart of the intelligence and targeting portion of this program in silencing resistance)
4. Persuasion Campaigns and Influence Ops (ORANGE) -- Regognize persuasion campaign structures and influence operations across social media (Redundant to portion3, more intelligence gathering on how influence works and who is weilding it.)
5. Intent and Effects (BLUE) --- Identify participants and intent and measure effects of persuasion campaigns. (Another Intelligence portion that will actually focus on individuals and on the affect that actual targeted issues campaigns are having on public opinion. Sort of like the CIA looking for smart people)
6. Pro-Active Messaging and Counter Messaging (RED) -- Pro-actively shape opinions and beliefs through influence operations. Counter messaging of detected adversary influence operations. (This is the Operations side of the house for this program . . .The DoD's TrollArmy HQ. This also has the capability of creating a mass hysteria or tons of other issues.)
7. Code Drop (YELLOW) -- (This is going to be the DoD's Special Forces of The Internet. The Yellow Circles indicate 4 dates and the Diamonds represent evaluations of the programs to direct future operations )
8. Integration and Test (GREEN) -- This is the schedule for them to add new technologies as identified by the Blue Line.)
9. Scenario Development (RED) -- (This is like brainstorming and advocating or creative process development to supply the Trolls with pretty pictures and campaigns to influence our World at the will of whomever is going to be in control of this.)
Quite simply they have set up a virtual army based on the proven TO&E that the DoD has used forever. The S-1/S-2/S-3/S-4/S-X all are represented in this plan. Spending $14M a year to run a troll army to control public opinion seems fairly inexpensive. Big media companies spends millions just promoting themselves. However there are provisions in the RFP for contractors to access government hardware and software resources as needed to achieve this.
They cannot stop We The People from VOTING and giving back OUR Country and Our Rights. If We The People allow this to happen, then We The People Deserve it!
